Negotiated with federal and state government officials to receive grants and tax exemptions. Participated in the designe and blue print of the facilities to accommodate the needs of the future employee population of the plants. Negotiated with Federal, state and local union officials, to be able to start with a cost competitive collective bargaining agreement at all individual locations (not all the new sites had the same union representation). Plan and execute the staffing of the plants at all levels, Staff, professional and operators. Develop agreements with Educational institutions to implement vocational, graduated ad postgraduate courses to provide immediate and future resources to these new facilities. Regional Compensation and Benefits Director (####-####) 
Implemented a standardized, several HR processes streaming and simplifying the administration, one example is the consolidation of ## different compensation schemes in to one, Flex compensation package unique in the market becoming an attractive compensation scheme for more ####+ salaried employees and a tool for retention and attraction of talent. Implemented a pension program for salaried employees in the Mexican operations.
